定义

党内监督是指依据党的章程和其他党内法规，从思想、组织、作风、纪律等方面，对党组织和党员执行党的路线、方针、政策和党规党纪情况的监察和督促活动，是党的自我约束和自我完善。党内监督是党加强自身建设的基本手段，其实质是对党内消极因素的抑制和违纪违法行为的惩治，核心是对权力的运行进行监督和制约（邹洪凯，2014：4）。1921年中共第一次代表大会通过的《中国共产党纲领》，指出党员派到其他地区工作或到党外进行活动，必须受当地党的执行委员会最严厉的监督。1927年党的第五次代表大会上还第一次选举了中央监察委员会。1978年召开的中共十一届三中全会，设立了中央纪律检查委员会。1987年7月29日，中共中央纪委下发了《关于对党员干部加强党内纪律监督的若干规定（试行）》。1990年3月12日，中共十三届六中全会通过了《中共中央关于加强党同人民群众联系的决定》，提出了拟定党内监督条例任务。1997年2月4日，中共中央纪律检查委员会在坚持党的纪律检查委员会现行领导体制的前提下，颁布了《中共中央纪律检查委员会关于重申和建立党内监督五项制度的实施办法》。2002年11月，中共第十六大报告明确提出要建立结构合理、配置科学、程序严密、制约有效的权力运行机制，并要求重点加强对领导干部特别是主要领导干部的监督。2003年12月31日，中共中央向全党印发了《中国共产党党内监督条例（试行）》，标志着党内监督工作进入规范化、制度化的新阶段。根据《党内监督条例》规定，党内监督有六种主体，即党的委员会、党的委员会委员、党的纪律检查委员会、党的纪律检查委员会委员、党员、党的代表大会代表，各主体都有各自的监督责任和权利（田立军，2013：16-77）。
