定义

一般指有广大群众参加的非国家政权性质的团体，如工会、妇联、共青团、学生会等。在民主革命建设时期，毛泽东就提出了关于群众组织建设的思想。1921年毛泽东曾发表文章提出对工会组织的宗旨、组织结构以及经济来源等问题的观点和看法，在毛泽东看来，组织工会的目的不仅仅在于通过举行罢工来增加工人工资和缩短工时等眼前的利益，而是在于其更深刻的意义——团结和教育工人阶级，“尤在养成阶级的自觉”（毛泽东，1991：86）。作为党群工作研究概念，当指在党内领导下，有广大群众参加的，按照一定的目的、任务和形式而能组成的非国家政权性质的团体，是党联系群众的桥梁和纽带，是维护广大人民群众利益的组织。党和群众组织的关系主要体现为：一方面，党对群众组织要加强政治指导，确保其在党的路线、方针、政策的指引下，充分发挥联系人民群众的作用；另一方面，群众组织要紧紧围绕党的中心工作与任务，根据自身的职责与特点，独立自主地开展各自的工作，不断提升联系和服务人民群众的能力，从而积极有效地协助党和政府完成各项工作（刘玉瑛等，2014：6）。群众组织随着社会的发展的同时也逐渐向多样化发展。组织类型和形式呈现多样化和复杂化，数量也在不断增加，因此在加强推动群众组织朝着积极意义发展的同时，也要不断调整对群众组织的监管方式和方法，使群众组织在新的历史时期以新的面貌继续发展。
