定义

官僚主义(bureaucratism)指脱离实际、脱离群众、做官当老爷的领导作风。如不深入基层和群众，不了解实际情况，不关心群众疾苦，饱食终日，无所作为，遇事不负责任；独断专行，不按客观规律办事，主观臆断地瞎指挥等。有命令主义、文牍主义、事务主义等表现形式。官僚主义是剥削阶级思想和旧社会衙门作风的反映（《官僚主义》，via: http://baike.so.com/doc/3940149-4134905.html）。关于官僚主义的起源,理论界说法不一。其中较有代表性的观点：一种观点认为官僚主义是人类的“政治原罪”,是人的占有欲和权威欲这种恶对政府状态的善的寄生,是人的本性的产物。因而它只会改变运动形态,而不会被消灭,是人类“永恒的主题。”这是所谓的“人性论”。另一种观点认为官僚主义产生的前提和基础是官民对立，只有在国家和官吏产生以后，才会产生官僚主义，因而说它是阶级对立的产物。这是所谓的“阶级论”。从探讨官僚主义起源的角度来看,这两种解释都未免有失偏颇。之所以这样说,是因为无论哪一种观点,都只是就官僚主义内涵中的一个方面来阐述它的起源，而忽视了另一方面（《官僚主义》，via: http://wiki.mbalib.com/wiki/官僚主义）。
