定义

中国古代典籍多把人和民分开使用，人与其他动物相对而言，民与官相对而言。帝制被推翻以后，人民这一概念才与国民、公民一起广为运用。中华人民共和国建立后，毛泽东对人民概念做过论述，从而提出和论证了人民内部矛盾和敌我矛盾这两矛盾学说。在这里，人民是相对于“敌人”而言的一个政治概念，从而与公民这一法律概念相区别，它是指在一定时期起进步作用的阶级阶层和集团的总和（王家福等，1998：474）。列宁指出“马克思在使用‘人民’一语时，并没有用它来抹煞各阶级之间的差别，而是用它来把那些能够把革命进行到底的确定的成分联为一体”（列宁，1959：118）。人民的主体是劳动群众，此外还包括拥护革命和革新的剥削阶级、阶层、集团或个人。人民是一个历史范畴，它在不同的国家和各个国家的不同历史时期，由于革命的任务、动力和对象的变化，它包含着不同的内容，如在中国的抗日战争时期，一切抗日的阶级、阶层和集团都属于人民的范围；在解放战争时期，一切反对帝国主义、官员资产阶级、地主阶级和国民党丹东拍的阶级、阶层和集团都属于人民的范围；在社会主义革命和建设时期，一切赞成、拥护和参加社会主义革命和建设的阶级、阶层和集团，以及一切拥护祖国统一的爱国者，都属于人民的范围（郝一，1992：4）。我们对人民应作具体的和历史的了解，以便在不同的历史时期划清人民和敌人的界限。
