党的十八届三中全会（于2013年11月9日至12日在北京召开）提出：“全面深化改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化。”国家治理体系和治理能力是一个国家制度和制度执行能力的集中体现。国家治理体系和治理能力现代化包括两个方面，一是指国家治理体系现代化，二是指国家治理能力现代化。国家治理体系和治理能力现代化是一种全新的政治理念，是马克思主义国家理论的重要创新，是中国共产党从革命党转向执政党的重要理论标志，是中国特色社会主义现代化建设和政治发展的必然要求。国家治理体系和治理能力现代化是从传统治理走向现代治理的过程，这一过程大致有以下衡量标准：治理价值理念的现代化，治理主体的现代化，治理制度机制的现代化，治理方式的现代化，治理对象的现代化，治理效率的现代化（于建荣，2014：10）。推进国家治理体系和治理能力现代化，势必要对国家的行政制度、决策制度、司法制度、预算制度、监督制度等进行突破性改革，为此，可以从以下方面入手：第一，进一步解放思想，冲破不合时宜的旧思想观念的束缚，例如官本位思想；第二，加强顶层设计和宏观指导，从战略上推进国家治理体系的制度系统的建设；第三，总结地方治理改革的创新经验，从中抽取普遍经验以上升到国家制度；第四，结合本国国情，借鉴外国政府治理和社会治理的有益经验（《完善和发展中国特色社会主义制度推进国家治理体系和治理能力现代化党员干部读本》编写组，2014：114）。
