定义

乡镇企业，是指我国农村中全民所有制企业以外的各类企业的通称，主要是指我国县以下以农村集体经济组织或者农民的投资为主，在乡镇成立的自主经营、自负盈亏企业。而“投资为主”不一定是指农村集体经济组织或农民的投资必须超过投资的50%，而是能起到控股或实际支配作用就可以。乡镇企业的前身是社队企业，是1958年以后农村人民公社和生产大队兴办的企业。它的资金来源是由各生产队社员集资和各生产队上缴公社、大队的费用。劳动力则是从生产队社员中抽调的。1984年中共中央提出把社队企业改名为乡镇企业。党的十一届三中全会以后，由于党中央的大力支持，乡镇企业进入了一个大发展时期（余源培，2004）。邓小平在1987年指出“农村改革中，我们完全没有预料到的最大的收获，就是乡镇企业发展起来了，突然冒出搞多种行业，搞商品经济，搞各种小型企业，异军突起”（邓小平，1993：238）。1990年他又指出：“乡镇企业很重要，要发展，要提高”（邓小平，1993：355）。在我国，要振兴农村的经济是应该努力发展乡镇企业的，乡镇企业的发展深深改变了农村经济单纯依靠农业发展的格局。乡镇企业可以为农业现代化积累资金，有利于农村自然经济向商品经济转变，有利于农村产业结构的调整。乡镇企业可以为农村培养各种技术人才，它是吸收和容纳农村离农人口的最重要得场所，为小城镇的兴起和繁荣奠定了基础。
