定义

支农惠农政策是指党和国家针对“三农”推出的优惠政策，即为了支持农业的发展、推动农村的可持续发展、提高农民的经济收入和生活水平而对农业、农民和农村给予的政策倾斜和优惠。中国政府自 2000年以来提出了一系列支农惠农政策， 主要有以下几项：（一）制订一系列有效的、切实可行的政策措施：（1）推行农村税费改革，取消农业税，切实减轻农民负担；（2）对种粮农民实行直接补贴，增加对良种补贴、农机具补贴和重大农业技术推广专项补贴，以调动广大农民种粮的积极性，切实保障国家粮食安全；（3）政府通过价格杠杆，切实保护广大农民的经济利益。（二）继续加大农田水利和农村基础设施建设的投入力度。（三）继续推进农业和农村经济结构调整，加速农业市场化和现代化进程：（1）不断通过市场供求关系的变化和人们消费结构的变化引导农产品结构调整。（2）加快农业产业化的进程。（3）在有条件的地区，特别是一些经济比较发达的地区，不断探索农地使用权流转的形式，通过“土地入股”等多种形式加大农地使用权的流转力度，不断扩大农业生产经营规模。（四）疏通农村富余劳动力和农村人口转移的渠道，为此有关部门制订了一系列推进多渠道转移农村富余劳动力的政策措施。（五）坚持把农村教育摆在重中之重的地位，在落实“两基”（基本普及九年制义务教育、基本消除青壮年文盲）的基础上，加快农村教育的全面发展。（六）加强农村基层组织建设（奚洁人，2007：230-231）。
