定义

执政地位即执政党对国家政权的领导地位。执政党取得执政地位的合法性是获得政权和巩固政权的根本问题。党的执政地位合法性分理论合法和事实合法两个层面： 理论合法性即由宪法确定的合法性；事实合法性即由民意、民心确定的合法性。一个政党要取得执政地位的合法性，其领导地位、执政权力不但要得到宪法和法律的保护，更要获得民众的信赖和支持，得到人民的普遍认同、支持和拥护。中国共产党是在国家政权和社会生活中居于领导地位的执政党。一方面，中国共产党是中国社会主义事业的领导核心，通过对社会的直接领导体现着自己的执政地位；另一方面，中国共产党通过执掌（广义上的）政府，将自己的政治纲领付诸实施，通过执政实现党的领导。中国共产党之所以能够取得执政地位并长期执政，从根本上说，是因为她是中国工人阶级的先锋队，是中国人民和中华民族的先锋队，始终代表着中国先进生产力的发展要求，代表着中国先进文化的前进方向，代表着中国最广大人民的根本利益。《中共中央关于加强党的执政能力建设的决定》指出：“党的执政地位不是与生俱来的，也不是一劳永逸的。”党的执政地位的巩固源于党执政的合法性。执政的合法性主要来源于执政党主张的意识形态及其说服力、经济增长和执政绩效、政治民主化程度、社会公正的实现程度等。执政的合法性不是静止的、一成不变的，而是处在动态变化的过程中，执政的合法性资源必须得到及时有效的扩充，才能维系一个政党执政地位的存续。中国共产党执政的政治合法性是历史合法性和现实合法性的统一。只有坚持以“三个代表”重要思想为指导，始终坚持立党为公、执政为民，才能始终保持党执政的政治合法性。（执政地位. via: http://cpc.people.com.cn/GB/134999/135000/8110082.html）
