定义

重特大疾病医疗救助制度是国务院深化医疗卫生事业改革、加强医疗保障体系建设的重要举措。2015年4月国务院下发的《关于进一步完善医疗救助制度全面开展重特大疾病医疗救助工作的意见》（简称《意见》）中明确规定了该项制度实施的基本原则、方法和举措。医疗救助是社会救助制度体系的重要组成部分，也是医疗保障体系建设的重要内容，对于保障困难群众基本医疗权益发挥着重要基础性作用。2003年中国开始实施医疗救助制度，2012年开展重特大疾病医疗救助试点，全面开展重特大疾病医疗救助这一新制度正是对实践中这些成功经验的深化、固化，是医疗救助制度的重要顶层设计，填补了社会救助制度体系的一个缺项和短板。同时，它着眼于建立健全医疗保障体系，明确了具体的政策措施，有助于促进基本医疗保险和医疗救助之间的制度配合，形成医疗保障体系的制度合力。《意见》中指出，在2015年年底之前要全面推开重特大疾病医疗救助。随着大病医疗救助的全面推进，在用药范围、定点医疗机构、诊疗服务项目等方面和过去相比会有进一步拓展。此外，救助对象范围会进一步扩大，救助水平也将进一步提高，通过基本医疗保险、城乡居民大病保险等各类保险发挥作用，并发挥出重特大疾病医疗救助的兜底作用（刘慧娴，2015：46-47）。

Despite fiscal constraints, we continued to intensify efforts to help ensure the wellbeing of our people. New policies were launched to create jobs and business startup opportunities for college graduates and those with difficulties finding employment.
