定义

金融体制指金融机构、金融市场和金融业务的组织、管理制度，是国民经济管理体制的有机组成部分，包括各类金融机构和各类金融市场的设置方式、组成结构、隶属关系、职能划分、基本行为规范和行为目标等。金融体制改革则是针对金融市场、资本的运行方式、组织结构出现的问题予以适当的结构调整，组织优化，以保证金融市场的进一步发展。中国金融体制就经历过一系列的改革和发展，并不断地健全和完善。1993年12月25日，国务院作出《关于金融体制改革的决定》，金融体制改革的目标是建立在国务院领导下，独立执行货币政策的中央银行宏观调控体系；建立政策性金融与商业性金融分离，以国有商业银行为主体、多种金融机构并存的金融组织体系；建立统一开放、有序竞争、严格管理的金融市场体系。通过金融体制改革，确立中国人民银行作为独立执行货币政策的中央银行的宏观调控体系；实行政策性银行与商业银行分离的金融组织体系；从1994年起实行汇率并轨。1995年八届全国人大三次会议通过《中国人民银行法》。从1996年12月1日起，中国实现了人民币在经常项目下的可兑换（《金融体制》，via：http://baike.so.com/doc/8933242-9260406.html）。随着时代的不断发展，各种新问题，新障碍会不时出现，金融体系的更新和完善则需要与时俱进，以适应各种新情况的挑战。
