中共十六大报告中提出：综观全局，21世纪头二十年，对我国来说，是一个必须紧紧抓住并且可以大有作为的重要战略机遇期。这是党中央站在时代发展和战略全局的高度，在全面深入分析国内外形势的基础上作出的科学判断。战略机遇期主要是指国际国内各种因素综合作用形成的，能为国家(地区、集团)经济社会发展提供良好机会和境遇，并对其历史命运产生全局性、长远性、决定性影响的某一特定历史时期。21世纪的头二十年，虽然影响和平与发展的不稳定不 确定因素增多，国际形势错综复杂，但世界多极化继续演进，世界经济保持增长，和平与发展依然是时代的主题，维护世界和平、促进共同发展面临着新的机遇;新科技革命方兴未艾，为发挥后发优势、争取实现生产力发展的跨越提供了可能;经济全球化深入发展，生产要素在全球范围的重组和流动进一步加快，为我国经济发展提供了有利条件;多年改革开放形成的综合国力和市场经济体制，为我们提供了雄厚的物质基础和良好的体制保障。要抓住和用好重要战略机遇期，在日益激烈的综合国力 竞争中牢牢掌握加快我国发展的主动权。（奚洁人，2007：42）。
