波浪式前进是对事物发展的前进性和曲折性相统一的思想的形象化表述。它表明，事物发展的总趋势是前进上升的，而道路是迂回曲折的。发展的表现形态，既不是直线式，也不是循环式，而是波浪式或如列宁所说的螺旋式。最早见于毛泽东的《中国红色政权为什么能够存在》一文，“割据地区的扩大采取波浪式的推进政策，反对冒进政策”（毛泽东，1991：51）。随后，毛泽东依据马克思、恩格斯、列宁关于事物辩证发展的观点和中国革命的实践经验，多次阐发了波浪式前进的思想。1930年，毛泽东提出“政权发展是波浪式地向前扩大的”。后来，他在《论反对日本帝国主义的策略》、《中国革命战争的战略问题》、《论持久战》、《在省市自治区党委书记会议上的讲话》等著作中，具体论述了中国革命的曲折前进运动。在社会主义建设时期，邓小平继承和发展了毛泽东关于波浪式前进的思想，提出“可能我们经济发展规律还是波浪式前进”（邓小平，1995：368）。而且还形成了一系列经济发展波浪式前进的策略和方法：“三步走”经济发展战略、“先富带后富”的发展模式等。
