价值论和伦理学术语。与社会成员各种具体的价值取向有别，指统治者为实现其社会治理的根本目标而提倡的反映社会结构本质要求的社会总体的价值指向。体现为以社会价值目标为核心的社会价值体系，对社会各成员的价值取向产生引导和制约的作用，使社会在价值多元的情况下形成对社会主导价值体系的认同，从而为实现社会和谐建立思想道德基础。历史上各个社会都有自己的社会价值导向。当代中国作为社会价值导向的是“社会主义核心价值体系”（奚洁人，2007：151）。
