定义

跨境经济合作区是近年来兴起的一种新型的次区域经济一体化模式。根据亚洲开发银行的定义，它是指“包括三个以上国家的、精心界定的、地理毗邻的跨国经济区，通过利用成员国之间生产要素禀赋的不同来促进外向型的贸易和投资”（王建，2004：19）。这种经济合作模式，较之于传统的区域经济一体化形态，具有一些自身的特点：（1）跨境经济合作区只覆相邻国家特定的毗连区域而非整个国家疆域；（2）跨境经济合作区的合作的主体是毗邻区域的地方政府而非中央政府。相邻的地方政府是此等合作的主体或主角，有关的协议由相邻的地方政府负责签署和实施；（3）跨境经济合作区的合作的内容以贸易和投资为核心，并可以根据需要扩展到交通、通讯、旅游、环境等领域。从合作的内容上考察，一般都是以贸易和投资作为合作的中心。在贸易领域，一方面促进次区域内商品贸易和服务贸易的丰富和繁荣甚至是自由化；另一方面，促进次区域经济合作区与区外国家和地区之间贸易的发展，其核心是建立保税区。目前，经国务院批准的次区域经济合作区主要有：朱澳跨境工业区、朱港澳经济区、图们江地区经济合作区、澜沧江——湄公河地区合作区、泛北部湾经济合作区。其中前二者是中国疆域内“一国两制”下的次区域经济合作区，其余的属于跨国境性质的次区域经济合作区。近年来，国际上的次区域经济合作在东南亚和中亚地区尤为活跃。除了上述的例子之外，比较有影响的还有新加坡、马来西柔佛州和印度尼西亚廖内群岛之间建立的经济开发区（曾彦，曾令良，2012：13-14）。
