定义

党风廉政建设责任制是指各级党委（党组）、政府（行政）及其职能部门的领导班子、领导干部在党风廉政建设中应当承担责任的制度。党风廉政建设的责任主体为各级党政领导班子及其成员，各级党政领导班子中的正职为本地区、本部门、本单位党风廉政建设第一责任人。1998年11月12日，中共中央、国务院颁布了《关于实行党风廉政建设责任制的规定》。党的十七届四中全会提出深入开展反腐败斗争要“把反腐倡廉建设放在更加突出的位置”，“严格执行党风廉政建设责任制”。胡锦涛在中央政治局研究部署2011年党风廉政建设和反腐败工作会议上强调要严格执行党风廉政建设责任制,不断提高反腐倡廉建设科学化水平。党风廉政建设责任制是落实反腐倡廉领导体制和工作机制的有效载体,它通过对各级领导班子和领导干部在反腐倡廉建设和反腐败斗争中的责任作出具体规定,使其明确在党风廉政建设方面应担负的责任（翟红芬，2011：26）。党风廉政建设责任制思想内涵是：“坚持从严治党，从严治政；立足教育，着眼防范；集体领导与个人分工负责相结合，‘一把手’负总责，分管领导各负其责；一级抓一级，层层抓落实”（孙立坤，2011：5）。其对于从制度上保证各级领导班子和领导干部对党风廉政建设和反腐败斗争切实负起领导责任具有重要意义。
