临时政府是指一个国家在出现政权更迭期间，国家局势混乱、新政权未建立，而由社会各方力量组建的临时政权（临时政府.via：http://baike.so.com/doc/6596344-6810127.html）。俄国历史上，临时政府通常指1917年2月27日俄国资产阶级民主革命后，根据国家杜马临时委员会同彼得格勒工兵代表苏维埃执行委员会中的社会革命党——孟什维克首领们所达成的协议，于1917年3月2日正式组建的资产阶级政权。临时政府的成员均为资产阶级和资产阶级化的地主阶级代表。临时政府对外继续执行沙皇政府的侵略政策，坚持帝国主义战争；对内保护地主和资本家的私有财产，拒绝实行8小时工作制，禁止农民夺取土地，无视各民族要求自决的愿望。因而，临时政府遭到来自俄国工人阶级和各阶层劳动群众的强烈反对。临时政府面临频频危机。1917年7月，克伦斯基于出任临时政府总理，公开表示要用“铁与血”的手段对革命予以镇压。以列宁为首的布尔什维克党对临时政府执政以来国内形势的变化特点和力量对比关系进行了正确分析，在和平发展的可能性不复存在的情况下，及时组织和领导反对资产阶级临时政府的十月起义，胜利结束了临时政府的反动统治（高狄，1991：2199） 。
