定义

从量税是指以进出口商品的重量、数量、体积、长度和面积等计量单位为标准计征的关税。从量税的计征方法比较简单，只是在以重量单位为计征标准时有些复杂。目前，各国计算商品重量的标准主要有三种，即毛重、净重和决定重量。从量税与商品价格没有直接联系，但是商品价格的涨落却对从量税保护作用的大小产生直接的影响，两者呈反方向变动关系。也就是说，在从量税不变的情况下，如果商品价格上涨，关税负担相对减轻，从量税所起的保护作用就会下降。反之，如果商品价格下跌，关税负担相对增加，从量税所起的保护作用就会提高。两次世界大战以前，各国普遍采用从量税方法计征关税，主要是因为此法简便易行。而两次世界大战之后，各国逐步改征从价税，其原因是战后商品价格不断提高，从量税所起的保护作用不断下降，而各国普遍实行保护贸易政策，为了有效发挥关税的保护作用，不得不改征从价税（从量税的对称）。（刘伟等，1994：87-88）从量税的优点是计税手续简便，能控制质次价廉商品的进口，保护作用较强。但在货币贬值、物价上涨时，如税率不能及时调整，其保护作用和财政收入都会相对降低。历史上从量税曾为各国普遍采用，目前由于商品的品种和规格越来越复杂，以及许多国家货币贬值等原因，完全使用从量税的国家已经很少。（从量税.via：
