2004年中央两办发布的《关于积极预防和妥善处置群体性事件的工作意见》指出，群体性事件是指由人民内部矛盾引发、群众认为自身权益受到侵害，通过非法聚集、围堵等方式，向有关机关或单位表达意愿、提出要求等事件及其酝酿、形成过程中的串联、聚集等活动。我国社会的转型导致经济体制深刻变革、社会结构深刻变动、利益格局深刻调整、思想观念深刻变化（刘超，2009：71），种种深刻变化最终导致社会的不稳定，群体性事件频发。群体性事件分为两种类型：第一，现实群体性事件，包括发泄型群体性事件和目标型群体性事件。发泄型群体性事件具有突发性，没有具体的抗争目标，群体一般是偶遇群体，具有情境性猝发因素。目标型群体性事件往往是为了解决某一具体的目标，而有计划、有组织地进行，其群体是由具有共同利益的人组成，过程一般较理智（曾庆香等，2010：52-53）。第二，网络群体性事件，包括发泄型群体性事件和目标型群体性事件的杂糅（曾庆香等，2010：56）。社会转型期我国群体性事件的现状与趋势表现为：群体性事件的数量和规模呈扩大趋势；涉及领域广泛，参与主体趋于多元化；组织化倾向趋于提高，行为方式趋于激烈；由多种社会矛盾交织，处理难度加大；互联网络、手机短信成为群体性事件信息传递的新手段（范铁中，2014：37）。因此，必须建立健全群体性事件的预防机制，有效协调社会各阶层利益关系是关键，有效维护社会公平与正义是基石。应对群体性事件，政府应当建立信息情报收集制度和科学的信息公开机制，加强应急能力与应急机制建设，建立健全群众利益表达机制和社会对话协商机制，加强对网络舆情的引导与控制。
