实施时滞是从做出某种政策决定到付诸实施之前的时间间隔。实施时滞属于内在时滞的一部分。实施时滞会限制稳定经济周期浮动政策的有效性。不同的经济政策所需要的实施时滞是不同的，它取决于一个社会的制度结构。一般来说，货币政策由中央银行决定与实施，所以，实施时滞很短，几乎为零，即在做出某种政策决定后马上可以付诸实施。财政政策由会议通过，总统批准后，由有关政府部门实施，从而实施时滞也较长。但总体上看，实施时滞是较短的，从做出某项政策决策到付诸实施之间所需要的时间间隔并不长。因此，实施时滞对政策效应的影响并不太大（刘伟等，1994：410）。缩短实施时滞有利于经济政策更好地发挥稳定经济的作用（胡代光，高鸿业，1996：169）。
