把本来不宜种植粮食作物的坡地、牧地、湖泊水域退出耕作，重新用于植树造林、养蓄牧草及发展渔业。把坡度大于25°的坡耕地用于植树造林，发展林业生产，称“退耕还林”；把原来草原垦殖种粮的土地再恢复种植优良牧草，发展畜牧业，称“退耕还草”；把围湖、围滩造田种植粮食作物的耕地退出来清淤整理、挖塘养鱼，发展水生生物，从事渔业生产，称“退耕还湖”。采取以上措施，使得各类土地得到最适宜的开发利用，提高了保持水土、防止荒漠化、抗洪排涝的能力。我国长期以来为解决粮食问题，一些地区曾将那些适宜于从事林、牧、渔业生产的坡地、牧地、湖泊水域、沿海滩涂等开垦成农地，从事粮食种植，结果粮食增产的效果甚微，却导致了水土流失加剧、生态环境恶化、江河湖海污染、泥沙淤塞、抗洪能力减弱等严重问题。为改善生态环境、实现长期可持续发展，必须坚决实行退耕还林还草还湖（中国社会科学院经济研究所，2005：1017）。中国退耕还林还草已取得了初步成效，退耕地区生态面貌得到初步改善，农民从退耕还林还草中得到了较多的实惠，农村产业结构逐步趋向合理。但是由于退耕区域布局缺少严密的科学论证，监督检查方面也没有建立科学的监测评价体系，这使退耕还林还草政策效果大打折扣；退耕补偿政策的不合理、不公平性以及退耕地未来收益的不确定性，又使退耕还林还草成果巩固面临潜在威胁（王闰平等，2006：188）。
