定义

资源配置是指根据社会需求，组织物资资料、设备、资本、劳动力等生产要素，对相对稀缺的资源在各种不同用途上加以比较作出的选择。资源是指社会经济活动中人力、物力和财力的总和，是社会经济发展的基本物质条件。在社会经济发展的一定阶段上，相对于人们的需求而言，资源总是表现出相对的稀缺性，从而要求人们对有限的、相对稀缺的资源进行合理配置，以便用最少的资源耗费，生产出最适用的商品和劳务，获取最佳的效益。资源配置合理与否，对一个国家经济发展的成败有着极其重要的影响。一般来说，资源如果能够得到相对合理的配置，经济效益就显著提高，经济就能充满活力；否则，经济效益就明显低下，经济发展就会受到阻碍。　在社会化大生产条件下，资源配置有两种方式：计划配置方式(计划调节)和市场配置方式(市场调节)。前者通过计划部门根据社会需要和可能，以计划配额、行政命令来统管资源和分配资源，后者依靠市场运行机制进行资源配置。市场配置资源，能够推动科学技术和经营管理的进步，促进劳动效率提高；引导企业按照市场需要优化生产要素组合，实现产需衔接；发挥竞争和优胜劣汰机制，增进商品生产经营能力。在我国的市场经济体制下，市场机制是资源配置的基础性力量。但市场配置资源客观上存在不足，不可能使资源配置尽善尽美。当一定时期资源配置出现问题，地区结构、产业结构、市场结构、企业结构存在失衡时，国家可通过财政政策，把掌握或控制的资源转移分配到急需发展的领域，使经济结构符合生产力发展的要求。如在地区结构调整中，加快西部地区发展，保持东部、中部与西部之间的平衡；在产业结构调整中，以技术创新为动力，加强第一产业、提高第二产业、发展第三产业，促进产业优化升级。（资源配置.via:http://wiki.mbalib.com/wiki/%E8%B5%84%E6%BA%90%E9%85%8D%E7%BD%AE）
