生活性服务业是服务经济的重要组成部分，是国民经济的基础性支柱产业，它直接向居民提供物质和精神生活消费产品及服务，其产品、服务用于解决购买者生活中（非生产中）的各种需求。大力发展生活性服务业，是全面建设“两型社会”的现实需要，有利于转变经济发展方式，扩大消费需求，增加就业，优化经济结构，富民惠民，改善民生，增进社会和谐。根据《国务院关于印发服务业发展“十二五”规划的通知》，大力发展生活性服务业主要包括的重点内容包括：商贸服务业；文化产业；旅游业；健康服务业；法律服务业；家庭服务；体育产业；养老服务业；房地产业（生活性服务业.via：http://baike.baidu.com/item/%E7%94%9F%E6%B4%BB%E6%80%A7%E6%9C%8D%E5%8A%A1%E4%B8%9A）。生活性服务业又称消费者服务业或民生服务业，主要指为消费者提供服务产品的服务业（最终需求性服务业)（贵阳市干部培训教材编审指导委员会组织，2014：141）。消费性服务行业是我国“十一五”规划中提出和强调的概念，主要是指为适应居民消费结构升级趋势，继续发展主要面向消费者的服务业，扩大短缺服务产品供给，满足多样化的服务需求。其内容主要包括市政公用事业，社区服务业，等等。一般而言，消费性服务业的特征可以归纳为以下四个主要方面：（1）服务的同时性。是指服务的生产过程和消费过程在时间和空间上几乎是并存的；在有些情况下，生产过程略早于消费过程。（2）波动性。是指服务的不稳定性和多变性，对同一服务，因提供者、企业、时间、地点、环境等不同而产生差异。（3）服务价值感知的主观和差异性。不同消费者对同一个消费性服务的理解、认知和满意程度是多样的。（4）消费服务的全程性和难以预测性。服务的满意度主要取决于消费行为全过程的心理感知。由于消费性服务业独特的特征，在分析消费性服务业时企业应多加关注服务质量管理、客户关系管理，这对于消费性服务类企业至关重要（消费性服务业.via：http://baike.baidu.com/item/%E6%B6%88%E8%B4%B9%E6%80%A7%E6%9C%8D%E5%8A%A1%E4%B8%9A）。
