定义

现代国民教育体系是相对于传统国民教育体系而言的，它应当具有全面性、普遍性、开放性等特征，能够解决传统国民教育体系无法解决的难点、盲点问题，适应经济与社会发展和全体社会成员自身全面发展的需要，适应人才需求的多样性 能够激发中华民族的教育创造力，合理配置现有教育资源，充分开发利用潜在的教育资源，形成教育资源优化配置和有效再生、扩大的机制。它应当具有严谨的体系和合理的结构，包括普通教育和职业教育，初等、中等、高等教育各个层次 ，成长教育和继续教育各个阶段（百度百科）。中共十六大报告在“全面建设小康社会的奋斗目标”中,提出了“形成比较完善的现代国民教育体系”的教育发展目标。现代国民教育体系是由五方面教育和三项保障机制所构成的现代教育事业总体。五个方面教育是：义务教育、基础教育、高等教育、职业教育和成人教育。三项保障机制是：国民教育经费保障机制、国民教育教师保障机制和国民享受教育权利保障机制。现代国民教育体系以终身教育思想为导向，以普通教育和职业教育为基础，以初等、中等、高等教育为层次，以成长教育和继续教育为阶段，以提高全民族思想道德素质和科学文化素质，形成全民学习，终身学习的学习型社会为目标，主要发挥适应经济与社会发展和全体社会成员自身发展、激发中华民族的教育创造力、优化教育资源的配置等功能。
