定义

教育优先发展就是要把教育摆在社会各项事业优先发展的战略地位，把教育看成是社会各项事业发展的基础和前提。教育优先发展是在我国基本解决人民的温饱之后，将国家投资的重点、发展的重点放在教育的一种战略选择（王鉴，安富海，2009：78）。中共十六大报告指出：“教育是发展科学技术和培养人才的基础，在现代化建设中具有先导性、全局性作用，必须摆在优先发展的战略地位。中共十六届六中全会作出的《中共中央关于构建社会主义和谐社会若干重大问题的决定》再次强调：“坚持教育优先发展”。中共中央关于制定国民经济和社会发展第十一个五年规划的建议中对于“教育优先发展”作了明确的表述。我国确定教育优先发展的战略地位，深刻反映了中国先进生产力的发展要求，充分体现了中国先进文化的前进方向，体现了中国最广大人民的根本利益。教育优先发展从理论研究上升到国家发展战略，成为推动教育快速发展的指导思想和强大动力，成为社会主义教育现代化建设一条极其重要的经验，并将在科学发展观指导下对中国教育未来发展、对中国现代化的实现具有更为重要的意义（曾天山，2008：45）。
