定义

战略指政党、国家规定的一定历史时期内的全局性的方针任务。包括政治战略、经济战略、军事战略、文化战略和外交战略等方面。策略指为实现战略任务而采取的方法和手段。“战略和策略的关系反映了全局和局部、长远利益和当前利益之间的辩证统一关系。”（金炳华，2003：344）无产阶级革命战略问题是关于无产阶级斗争的全局问题，即革命和建设的总方向、总路线、总任务问题；策略问题或战术问题是关于无产阶级斗争的一个局部问题，是无产阶级为实现战略任务并适应革命形势和阶级力量对比的变化而采取的对策。战略的目的，是要取得一定历史时期内整个斗争全局的胜利，策略的目的则要取得一定的局部斗争的胜利。策略是战略的一部分，它服从于战略，依战略为转移，并为达到战略目标服务。而战略任务又必须通过实现各局部的策略任务来一步一步地完成。战略在一定历史阶段上具有相对稳定性，在根本任务未完成之前基本上是不变的；而策略则具有较大的灵活性，在战略原则许可的范围内，它随着革命形势、阶级力量对比的变化而变换。按各种不同大小的范围来说，战略和策略的区分是相对的，具有互相推移的关系。在一定范围内的战略任务，在另一范围内可以是策略任务，反之亦然。
