定义

两个市场指国内市场和国外市场，是我国在对外开放中的一项重要的方针。在对外开放中，既要开拓国内市场，还要开拓国外市场，两者都不可偏废。国内市场是内生原动力，国外市场是外部驱动力，两个市场内外联动，才能共同发力，推进我国经济的发展。重视国内市场的发展，鼓励发展实体经济，扩大投资，拉动内需，有效解决就业问题。同时要注意扩大国外市场对促进我国国民经济发展具有十分重要战略意义。开拓国外市场，扩大产品出口，可以换回更多的外汇和加速我国现代化建设的进程；可以充分发挥现有的人力和技术设备的潜力，把国内经济搞活；可以促进企业提高产品质量和科学技术水平，改善经营管理（冯子标，1989：266）。
