“两个务必”指“务必使同志们继续地保持谦虚、谨慎、不骄、不躁的作风，务必使同志们继续地保持艰苦奋斗的作风”。这是毛泽东同志在1949年3月5日中共七届二中全会的报告中提出的。“随着中国革命局势的发展，党面临的主要任务将由通过武装斗争夺取政权转向掌握全国政权、领导人民建设国家，党的工作重心将由农村转向城市。面对这个重大的历史转折，党中央和毛泽东深刻认识到，如何使全党同志在伟大的胜利面前保持清醒头脑，在夺取全国政权后经受仕执政的考验，始终坚持党的性质和宗旨，是党面临的全新的历史性课题”（全军邓小平理论和“三个代表”重要思想研究中心，2006：73）。“两个务必”包含着党的优良传统和作风，是凝聚党心民心、激励全党和全体人民为实现国家富强、民族振兴共同奋斗的强大精神力量，是我们党保持同人民群众血肉联系的一个重要法宝（周文夫等，2013：152）。邓小平在新时期坚持倡导“两个务必”，指出：“要有一股艰苦奋斗的创业精神。中国搞四个现代化，要老老实实地艰苦创业。我们穷，底子薄，教育、科学、文化都落后，这就决定了我们还要有一个艰苦奋斗的过程”（邓小平，1994：257）。他还指出：“我们对于艰苦创业，要有清醒的认识。中国这样的底子，人口这样多，耕地这样少，劳动生产率、财政收支、外贸进出口都不可能一下子大幅度提高，国民收入的增长速度不可能很快”（邓小平，1994：259）。
