协调发展是我们党在认识把握协调发展规律、总结汲取中外发展经验教训的基础上，聚焦全面建成小康社会目标，着眼于解决当前经济社会发展中存在的不平衡、不协调问题提出的重要发展理念，是持续健康发展的内在要求。正如习近平同志指出：“下好‘十三五’时期发展的全国一盘棋，协调发展是制胜要诀。”在全面建成小康社会的征程中，协调发展不仅是我们坚持问题导向、破解发展瓶颈、促进我国经济社会行稳致远的重要部署，更是我们在“十三五”乃至更长一段时期都必须坚持贯彻的理念遵循。
协调发展，就是妥善处理发展中的重要关系，着力形成平衡发展结构。协调发展理念的提出，是对我国突出存在的发展不平衡问题的正面回应，通过协调各种关系和比例来解决各种发展的不平衡。在新的历史方位下，“协调”一词被赋予了新的时代内涵，具体体现在区域协调发展、城乡协调发展、物质文明和精神文明协调发展、经济建设和国防建设融合发展等诸多方面。只有认清、吃透、把准这一理念的丰富内涵与精髓要义，才能在实际工作中胸中有全局、行动有章法，有序推进各项事业全面发展。从世界发展格局来看，协调发展是深刻把握发展战略机遇的现实要求。新时期，协调主要体现为均衡与融合。在世界多极化和经济全球化的背景下，提升综合国力和提高发展质量仍是各国的共同追求和时代主题。从我国整体发展战略看，协调发展是有效应对发展挑战的正确选择。新常态下，各方发展的不平衡、不全面、不可持续的矛盾依然存在。城镇化速度过快，农业现代化、新型工业化发展与城镇化发展不协调问题尚未解决，区域发展、城乡发展和人口结构仍不平衡，资源紧缺和生态恶化趋势仍存在，基础供给能力和人口素质仍不高，经济结构和经济发展方式仍需调整，解决“如何协调好发展中的重大关系”问题仍是首要问题。从党的发展理论历程看，协调发展是对马克思主义协调发展理论的历史继承。协调发展是我们党对经济社会发展规律认识的深化升华。马克思主义辩证唯物论认为，社会协调所反映的是人类共同活动的特定的适当方式，即一定社会有机体中，和谐贯通而相对稳定的关系及运动状态。因此，社会协调有其客观的必然性，这种必然性是由社会自身的本质和特征所决定的。党的十八大以来，党中央提出了协调推进“四个全面”战略布局和“五位一体”总体布局，并在十八届五中全会上进一步突出协调发展，将其提升到发展理念的高度，充分彰显了我们党对其关切更为积极主动、更加高度自觉。
