定义

社会舆论是一定社会中众人的有倾向性的言论。社会舆论“是指大家共同关心的有争议的问题上多数人意见的总和，是社会上的众人对某些社会事件的一致反应和判断，是具有代表性的综合性的意见”（沙莲香，2002：44），是对道德进行社会评价的最主要的手段之一。社会舆论按其形式基本可以划分为二种：一是自觉的有组织的正式舆论，它是国家机关、社会团体通过一定的工具和方式表达和传播的、具有明确的意图和目的的言论或看法，是社会舆论的主体；一种是自发的无组织的非正式舆论，它是人们在社会生活中，对某一事件、现象、行为的直接、不一定具有明确的意图和目的的言论或看法。社会舆论一般具有如下特点：(1)现实性强。舆论是针对当前事件做出的反应，是针对现实事件做出的时代的呼声和社会思潮的倾向；(2)集体的产物。认识和看法只有大多数人都持有才能成为舆论，它不一定是人人都赞同的意见，而是多种不同意见的集合；(3)大众传播。舆论靠人去传播和扩散；(4)见效快。舆论传递快，范围广，能引起人们普遍的关心。社会舆论有正确和错误之分。正确的社会舆论催人奋进，鼓舞人心，营造良好的社会风气；错误的社会舆论使人消极，萎靡不振，带来歪风邪气，污染社会环境。在社会主义社会，积极的社会舆论占主导地位，对社会的发展起推动作用。
