党和国家历来高度重视经济建设和国防建设融合发展。新中国成立以来，我们党根据不同历史时期国家安全和发展实际，不断探索开拓具有中国特色的经济建设和国防建设协调发展之路，取得了巨大成就，国家综合实力和国防实力显著增强。但也要看到，我国军民融合发展刚进入由初步融合向深度融合的过渡阶段，推动军民融合发展还存在思想观念跟不上、顶层统筹和统管体制缺乏、政策法规和运行机制滞后、有共识难落实等突出问题，军民融合整体效益与巨大潜力亟待挖掘和进一步发挥。要坚持总体国家安全观，站在发展战略全局高度，全面深化各领域改革，进一步把国防和军队建设融入经济社会发展体系，把经济布局调整同国防布局完善有机结合起来，不断提高经济建设和国防建设融合发展水平。
经济建设和国防建设融合发展的指导思想是：全面贯彻落实党的十八大和十八届三中、四中、五中全会精神，以邓小平理论、“三个代表”重要思想、科学发展观为指导，深入贯彻习近平总书记系列重要讲话精神，按照“四个全面”战略布局，坚持创新、协调、绿色、开放、共享的发展理念，坚持发展和安全兼顾、富国和强军统一，深化改革，统筹谋划，协同推进，健全体制机制，完善政策法规，创新发展模式，提升融合水平，促进经济建设和国防建设协调发展、平衡发展、兼容发展。
经济建设和国防建设融合发展的主要目标是：形成全要素、多领域、高效益的军民深度融合发展格局，使经济建设为国防建设提供更加雄厚的物质基础，国防建设为经济建设提供更加坚强的安全保障。到2020年，经济建设和国防建设融合发展的体制机制更加成熟定型，政策法规体系进一步完善，重点领域融合取得重大进展，先进技术、产业产品、基础设施等军民共用协调性进一步增强，基本形成军民深度融合发展的基础领域资源共享体系、中国特色先进国防科技工业体系、军民科技协同创新体系、军事人才培养体系、军队保障社会化体系、国防动员体系。
经济建设和国防建设融合发展的基本原则是：坚持党的领导。党的领导是中国特色社会主义制度的最大优势，是推进经济建设和国防建设融合发展的根本政治保证。必须发挥党总揽全局、协调各方的领导核心作用，全面加强党对军民融合发展工作的领导，确保党的路线方针政策和决策部署贯彻落实到军民融合发展的各领域全过程。强化国家主导。牢固确立国家在经济建设和国防建设融合发展中的主导地位，加强军地各领域各部门各层级的统筹协调，综合运用规划引导、体制创新、政策扶持、法治保障等手段，最大程度凝聚经济建设和国防建设融合发展合力。注重融合共享。主动适应、把握和引领经济发展新常态，深入实施军民融合发展战略，全面落实新形势下军事战略方针和改革强军战略，加强军地协调、需求对接，在经济建设中贯彻国防需求，在国防建设中合理兼顾民用需要，促进要素交流融合，提高资源共享程度。发挥市场作用。注重运用市场手段优化军地资源配置，积极引导经济社会领域的多元投资、多方技术、多种力量更好服务国防建设，促进国防建设成果更好服务经济社会发展，实现经济建设和国防建设综合效益最大化。深化改革创新。打破思维定势和利益藩篱，着力解决制约经济建设和国防建设融合发展的体制性障碍、结构性矛盾、政策性
