国新办于2005年12月22日发布了《中国的和平发展道路》白皮书，全文包括五部分以及结束语，共12000多字。白皮书称，中国将坚定不移地走和平发展道路，努力实现和平的发展、开放的发展、合作的发展、和谐的发展。第一部分，和平发展是中国现代化的必由之路；第二部分，以自身发展促进世界的和平与发展；第三部分，依靠自身力量和改革创新实现发展；第四部分，实现与各国的互利共赢和共同发展；第五部分，建设持久和平与共同繁荣和谐世界。坚持走中国和平发展道路，是中共中央提出的重大战略思想(via：http://www.china.com.cn/zhuanti/115/hpdl/node_6099446.htm)。
　 这一战略思想，对于中国的现在和将来、内政和外交，都具有重大的意义。提出这一重大战略思想，从直接的原因看，是为了更好的统筹国际、国内两个大局，回答和化解“中国威胁论”、“中国崩溃论”等国际舆论，为实现“全面小康”的奋斗目标创造良好的环境。从客观依据来看，是为了更好地在统筹国际国内两个大局的基础上，总结改革开放以来中国共产党人在开辟中国特色社会主义道路过程中积累的丰富经验（李君如，2014：194）。
