定义

所谓军国主义，是指崇尚武力和军事扩张，将穷兵黩武和侵略扩张作为立国之本，把国家完全置于军事控制之下，使政治、经济、文教等国家生活的各个方面均服务于扩军备战和对外战争的思想和政治制度。第二次世界大战前夕的德国和日本都是军国主义国家的典型。法西斯主义就是在这些国家全面危机时期军国主义的极端表现。军国主义充满残酷性和反动性，曾给人类带来巨大灾难。它的基本理论包括对和平的否认，坚持战争是不可避免的，甚至认为战争本身是美好和令人神往的。军国主义的行为体现为某个国家政治、经济和社会生活各个方面的军事化，以及对外奉行侵略扩张的政策（军国主义.via：http://baike.sogou.com/v218870.htm?fromTitle=%E5%86%9B%E5%9B%BD%E4%B8%BB%E4%B9%89）。在军国主义国家，一切政治的势力都依从在军事势力之下，一切政治的组织都依从在军国的组织之下，战争成为国家的主要目的（蒋百里，2015：115）。中文“军国主义”一词来自日文汉字「军国主义（ぐんこくしゅぎ）」，中国人经常把它和第二次世界大战中的日本国策思想联系起来。然而军国主义的实践并非只有日本为之，历史上许多军事力量强大的国家或政权，都会有军事优先的政策，普鲁士王国，苏联，美国，大英帝国等都带有军国主义的元素。其中以普鲁士为最，大家都知道普鲁士是军队拥有一个国家，而不是国家拥有一个军队。普鲁士宰相俾斯麦的铁血政策也是军国主义的写照。日文的军国主义来自于Militarismus一词，本是因自由主义者和社会主义者等批判法兰西第二帝国和德意志帝国而诞生的（军国主义.via: http://baike.baidu.com/link?url=Wi2-D8rnyOeweNPgVqNIcOdoLHMpX2TLaW5nNpIG_70_92EMzKjBH5F88fF2R4WZk0dUw7WzOxn-5vhqernfeq）。
