定义

社会救助，指的是国家和社会依照法律的规定，向因各种原因（自然的、社会的、个人的）导致基本物质生活陷入困境、自己无力维持最低生活水平的人给予各种形式的援助，以维持其最低生活水平的一项社会保障制度（邓志伟，2009：479）。社会救助是国家的一种必要职能，国家实施社会救助活动是理所当然的，社会救助是民主国家的一种民权，广大百姓有受到社会救助的权利。社会救助体系是由救助主体、救助客体、救助内容、救助方式等因素构成的有机结构或系统。这个系统在具体运行过程中发生的作用即为功能。保障、完善、协调与整合功能，是社会救助体系的基本功能，也是社会救助体系的直接功能。社会救助体系是社会保障体系的重要组成部分。较好地给予救助对象以切实的保障，是社会救助体系建设的出发点和归宿。社会救助体系建设需要通过制度与平台的重新设计与构造，使救助标准内外的人员得到比较公平的对待；使具有同样救助需求的家庭与人员得到相应的关照与保障，使保障功能真正运行到位。救助内容的确定有两个依据：一是从需求出发，根据城乡困难居民的实际需求，来设计、确定相应的服务项目；二是根据救助资金多少，来设计救助项目与内容，救助资金的多少，决定救助种类的设立以及救助水平的高低。社会救助是在现代国家形成以来，一种以政府为主要施救主体，对社会范围内急需救助的对象进行援助的行为，突出强调公民的权利性（柳拯，2005：42-43）。
