进出口贸易是一个国家或地区同其他国家和地区进行商品交换的经济活动。进出口贸易平衡就是指一个国家在一定时期内（通常为一年）进口商品总额和出口商品总额相适应、相协调。也称作输出入平衡。（刘伟，1994：955）这种平衡状态是相对的。一般情况下，进口和出口都会出现贸易差额。如果出口额大于进口额，就是出超，或叫做贸易顺差；如果进口额大于出口，就是入超，或叫贸易逆差。贸易顺差反映一个国家在对外贸易收支上处于有利地位，表明它在世界市场的商品竞争中处于优势；贸易逆差反映一国在对外贸易收支上处于不利地位，表明它在世界市场上的商品竞争中处于劣势。从长期趋势看，一国的进出口贸易应该保持基本平衡。（赵林如，1999:573）
进出口贸易收支是外汇收支平衡中的主要项目。保持进出口贸易平衡，不仅是实现外汇收支平衡，促进对外贸易经济发展的重要因素，而且对促进国民经济协调稳定发展，保证货币币值和物价的稳定，实现国民经济综合平衡都有重要意义。进出口平衡是我国对外贸易工作的一项重要原则，在进出口贸易中，出口是外汇收入的主要来源，也是支付进口需要的可靠保证。保持进出口贸易平衡，必须根据出口货源供应的可能和确实保证必需物资的进口，要考虑拥有和将要拥有的外汇支付能力以及国内外市场供求情况统筹安排，掌握进口与出口的比例关系，使二者互相适应、互相协调（刘伟，1994：955）。
