定义

“三证合一”登记制度是指将企业登记时依次申请，分别由工商行政管理部门核发工商营业执照、质量技术监督部门核发组织机构代码证、税务部门核发税务登记证，改为一次申请、由工商行政管理部门核发一个营业执照的登记制度。全面推行“三证合一”登记制度改革，是贯彻党的十八大和十八届二中、三中、四中全会精神，落实国务院决策部署，深化商事登记制度改革的重要举措。加快推进这一改革，可以进一步便利企业注册，持续推动形成大众创业、万众创新热潮。这是维护交易安全、消除监管盲区的有效途径，是推进简政放权、建设服务型政府的必然选择，对于提高国家治理体系和治理能力现代化水平，使市场在资源配置中起决定性作用和更好发挥政府作用，具有十分重要的意义。各地区、各部门要站在全局高度充分认识这一改革的重要意义，提高思想认识，加强协调配合，确保这一利国利民的改革举措顺利实施。
改革的目标是：通过“一窗受理、互联互通、信息共享”，将由工商行政管理、质量技术监督、税务三个部门分别核发不同证照，改为由工商行政管理部门核发一个加载法人和其他组织统一社会信用代码的营业执照，即“一照一码”登记模式。改革的基本原则是：便捷高效，规范统一，统筹推进。
改革的步骤是：现阶段，已试行“一窗受理、并联审批、三证统发”登记模式改革和“一窗受理、并联审批、核发一照、一照三号”登记模式改革的省、自治区、直辖市可继续试点；支持上海、广东、天津、福建自贸试验区率先推行“一照一码”登记模式改革试点。各地区要积极推进“三证合一”登记制度改革各项工作，做好实施“一照一码”登记模式改革各项准备工作，待统一社会信用代码实施后，2015年底前在全国全面推行“一照一码”登记模式（国务院办公厅关于加快推进“三证合一”登记制度改革的意见.via:
