坚持两手抓，两手都要硬是贯穿《邓小平文选》第三卷的一个基本思想。1986年1月，邓小平在中央政治局常委会上的讲话中，明确提出了“一手抓建设，一手抓法制”的著名论断。在总结1989年风波的教训时，邓小平强调“一手要抓改革开放，一手要抓严厉打击经济犯罪，包括抓思想政治工作。”中共十一届三中全会以来，“两手抓，两手都要硬”战略方针得到不断完善，最终形成包括：一手抓改革开放，一手抓打击犯罪；一手抓经济建设，一手抓民主法制；一手抓改革开放，一手抓惩治腐败；一手抓物质文明，一手抓精神文明。在这一系列“两手抓”的方针中，关键是一手抓物质文明，一手抓精神文明，实质是协调两个文明建设的关系。坚持两手抓，两手都要硬，是马克思主义的世界观和方法论在我国社会主义现代化建设中的创造性运用，为保障我国改革开放的顺利进行 ,促进有中国特色社会主义的全面发展提供了指导方针和工作方法。“两手抓”就是两点论，坚持“两手抓”就要反对一点论，反对片面性（李嘉善，1994：16-18）。
