定义

政治的经济周期指政策制定者为使重新当选的机会最大化而形成的经济周期。（《21世纪汉英经济实用词典》编写组，2005：1370）
　凯恩斯主义提出，政府行为是逆周期的，是为了消除经济的周期波动。而政治经济周期学派认为，实际表明政府行为不是为消除经济的周期波动，而是出于在选举中获胜的政治目的。当一届政府选举获胜刚刚上台时，首先实行紧缩政策（如增税、减少政府支出、提高利率等），压低通货膨胀，抬高失业率。在新一届大选之前的一年多时间里，改而实行扩张政策（如减税、增加政府支出、压低利率等），降低失业率，以获得更多的选票。这就形成了头两年高失业率、后两年高经济增长率的周期波动局面。所以，政府的行为不是消除了经济的周期波动，而是制造了经济的周期波动；不是逆周期的调节，而是为选举获胜而进行的调节。诺德豪斯用最优规划方法研究了政治经济周期。首先，他建立了一个具有菲利普斯曲线关系的模型。该模型所描述的经济是以通货膨胀率和失业率之间的权衡为特征的（假设政府完全了解这个权衡关系，并能有效地利用这个权衡关系）。然后，他又建立了反映选民偏好的效用函数。这个效用函数是由通货膨胀率和失业率决定的（假定选民不知道通货膨胀率与失业率之间的权衡关系，并假定选民是短视的，只注意选举前最近的事情）。又假设选民有一个评价政府的参照标准。此时如果选民从通货膨胀率和失业率得出的效用大于参照标准的效用，则投该届政府的票；如果选民从通货膨胀率和失业率得出的效用小于参照标准的效用，则不投该届政府的票。由这个效用函数就得到一个选民的选举函数。以选举函数作为最大化目标，以菲利普斯曲线模型和适应性预期假设模型为约束条件，以失业率为控制变量，形成一个最优规划问题。结论是： 如果一届政府在开始执政时使失业率升高，而在执政期内使失业率逐步降低，则它将获得最多的选票。这项研究表明，政府行为使一个非波动的经济产生了周期波动（刘树成，2005：1206）。
