定义

政府自身建设的目标定位可以表述为：以科学发展观为指导，关注民生，加快行政管理体制改革，建设权责一致、分工合理、决策科学、执行顺畅、监督有力的服务型政府。依据政府自身建设的目标定位，政府自身建设的主要任务包括以下六个方面：第一，转变观念，关注民生，建设服务型政府；第二，落实科学发展观，切实履行社会管理和公共服务职能。第三，创新行政管理方式，提高政府效能。这是深化行政管理体制改革，建设服务型政府的关键。第四，规范行政行为，依法行政，建设“ 法治政府”。第五，建立健全行政问责制，提高政府执行力和公信力。第六，完善政府人事制度，努力提高公务员的素质和能力。（闫越，2008：27-28）
当前中国的行政体制改革和政府自身建设，以简政放权、深化行政审批事项改革为重点，加强事中事后监管，优化公共服务流程，推进法治政府、创新政府、廉洁政府和服务型政府建设。我国自改革开放以来，已经开展了七次行政体制改革，基本上随政府换届每五年一次。现今的第七次行政体制改革，是从党的十八大召开后新一届政府组成开始的。十八大报告提出了建立中国特色社会主义行政体制的目标和以政府职能转变为核心、推进简政放权、继续机构改革、完善制度机制、提高行政效能的行政体制改革和政府自身建设的总要求与工作重心。目前行政体制改革和政府自身建设向纵深发展，其显著特点是：贯穿简政放权深化审批制度改革的主线，突出调整政府与市场、社会关系的总基调，着力强化法治政府、创新政府、廉洁政府和服务型政府建设，高度重视信息化建设，推广电子政务和网上办事。行政体制改革和政府自身建设已成为政治体制改革的关键，在全面深化改革中起着统率引领的作用。（许耀桐，2016：1）
