“国土安全”（homeland security ）概念首次正式出现于2001年2月美国政府公布的“21世纪国家安全委员会”的报告中。2002年，美国白宫在其公布的《国土安全国家战略》报告中，将国土安全定义为：“统一协调全国资源，以防范美国境内的恐怖袭击，降低美国对恐怖主义的脆弱性，减少恐怖袭击带来的损害，并能在受到袭击后迅速复原”。“国土安全”这一概念是一个非常具有美国特色与后“9·11事件”特色的概念，带有浓厚的“美国中心思想”，它不是经过学术研究、观念反省及哲学思辨之后所形成的政策指导思想，而是由政府主导、机构先建、政策执行后的产物。2001年美国在遭受“9·11事件”的创伤和磨难后，美国政府组织了战略拟定、组织建立、政策制定、具体运作以及重新检讨、调整与修正等过程，据此才提出了国土安全的概念（安德雷森，2013：103）。2010年出版的《四年期国土安全评估报告》阐述了美国国土安全的重要基础，并提出五项国土安全基本任务，即第一，预防恐怖主义与强化安全；第二，确保及管理国家边界；第三，强化和执行移民法；第四，维护与确保网络空间；第五，确保灾后重建能力（黄强，2013：6）。除了反恐等任务外，防灾也成为重要内容，如面对全球气候变暖问题，各种重大自然灾害的预防、救护，考验着国家的快速应变能力，该项议题也已成为全球各国高度重视的非传统领域的安全问题。并将其纳入国土安全建设的关键要素。
