定义

市场失灵通常是指市场无法有效率地配置资源。由于信息不对称，非完全竞争市场存在垄断势力，外部性存在等原因都会导致市场在配置资源时无法实现最优配置，而需要政策调节。在竞争市场中，市场价格并不反映生产的边际社会成本，即出现了“市场失灵”，市场经济不能处于有效率状态，比如，在一个“完全的”市场经济中，一个对其他生产者具有外部经济的生产者并不愿意将他的这个产生外部性的活动（比如他的产出）扩大到使其边际成本等于其边际社会收益的那一点上，这个边际社会收益等于其边际产品的市场价值加上他对其他生产者的副效应的市场价值(刘伟，1994：154）。
