和谐世界是中国关于未来世界的建设目标的主张，指在政治上平等民主,经济上互利合作,文化上交流共进的基础上，世界各国通过国与国之间的友好合作,共同应对全球性的传统与非传统安全挑战,实现世界的持久和平与共同发展。2005年9月15日胡锦涛在联合国成立60周年首脑会议上发表题为《努力建设持久和平、共同繁荣的和谐世界》讲话时，首次在国际场合正式提出了和谐世界的主张。其具体包含四个方面目标，第一，多种文明和谐共处，这是前提；第二，各国普遍发展；第三，持久和平和安全，这是基本保障；第四，世界共同繁荣。四个目标互相联系和影响，缺一不可。和谐世界理念与我们的外交基本理念是一脉相承的；是迄今提出的外交战略思想的重要延伸；传承了中国优秀文化传统的深厚底蕴；初步勾画了有中国特色的新世界观体系；全面启动了中国建设软实力的进程（《邓小平理论和“三个代表”重要思想》研究中心，2006：42）。构建和谐世界，就要做到：第一，始终不渝走和平发展道路。和谐世界的前提是各个国家、尤其是各个大国都能坚持和平发展，否则和谐世界无从谈起。第二，始终不渝奉行互利共赢的开放战略。这是实现和谐世界的必然途径，也是和谐世界所呈现出来的一个必然形态。第三，推动建立和谐世界要从周边地区做起。周边地区是与我国利益交融最深入的地区，也是可以更多发挥作用和影响的地区（和谐世界.via：　http://book.duxiu.com/EncyDetail.jsp?dxid=900008877097&d=2EA4E6795ED41FDC0B309CB4B8B26A3D）。
