定义

1974年11月比利时社会党代表大会通过。比利时社会党所信奉的民主社会主义的代表性文献。文献指出：比利时社会党继续坚持进行社会主义斗争和忠于社会党国际，其指导路线是民主社会主义。这种社会主义的基本原则是：在无阶级的社会里劳动至上，用一个摆脱物质贫困和社会不公的新社会的道德、社会和文化价值来反对资本主义和国家主义的价值体系，摒弃资本主义。社会主义的实现要求经济、社会、政治和文化的民主化。在经济领域，实行结构改革，使这种改革建立在社会化、计划化和目标管理基础上;在社会领域，社会主义主张社会权利至上，反对资本对个人的剥夺;在文化领域，培养投身于社会的、自由而负责的公民;在政治领域，实现政治民主;在国际领域，社会主义争取持久和平、声援社会主义力量，争取建立一个社会主义的欧洲，该文献对资本主义所引起的经济危机和社会矛盾作了比较真实的揭露与批判。（金炳华，2003：1008）
