定义

舆论导向即舆论引导，是指社会团体、政治组织、政府机关或个人为了引导人们的意向，运用舆论工具操纵、控制人们的意识从而控制人们的行为，以使人们按照自己的意志或制定的路线、方针、规章从事社会活动的传播行为。舆论导向作为意识形态工具和国家机器（葛兰西观点）历来为人们所重视，因为舆论导向能够对社会发展起到推动或破坏作用。积极的、正确的舆论导向能够促进社会运动，反之，错误的、不正确的舆论导向则能够阻碍历史的前进，甚至对人们的生产实践活动起到破坏作用。舆论导向涉及三个途径，对当前社会舆论的评价；对当前社会舆论及舆论行为的引导；就某一社会事实制造舆论。从主客体来看，大众传播媒介、社会知名人士、各种社会组织的领袖人物等是舆论导向的主体和承担者。正确的舆论导向可以疏导、抑制人们的思想和行为，优化社会的宏观控制；同时，它又是调节社会人际关系所不可缺少的手段，是微观社会管理的杠杆。党性原则、正面导向原则、真实性原则、分流原则、有度原则、平等原则是当前我国的舆论导向有以下几个基本原则。习近平在党的新闻舆论工作座谈会上曾强调，“党的新闻舆论工作坚持党性原则，最根本的是坚持党对新闻舆论工作的领导。党和政府主办的媒体是党和政府的宣传阵地，必须姓党。党的新闻舆论媒体的所有工作，都要体现党的意志、反映党的主张，维护党中央权威、维护党的团结，做到爱党、护党、为党；都要增强看齐意识，在思想上政治上行动上同党中央保持高度一致；都要坚持党性和人民性相统一，把党的理论和路线方针政策变成人民群众的自觉行动，及时把人民群众创造的经验和面临的实际情况反映出来，丰富人民精神世界，增强人民精神力量。新闻观是新闻舆论工作的灵魂。要深入开展马克思主义新闻观教育，引导广大新闻舆论工作者做党的政策主张的传播者、时代风云的记录者、社会进步的推动者、公平正义的守望者。”（人民日报，2016年2月20日）
