公款消费（recreational activities paid for from public funds），顾名思义是指用公款进行消费的行为,它可分为生产性公款消费(比如国家投资建设基础设施,国家投资建厂等)和非生产性公款消费(即用公款进行生活消费的部分)。公款消费在任何一个国家都存在。在我国社会主义市场经济条件下,国家和集体所有资产在社会总资产中占优势地位,从而决定了以集团型消费为主的公款消费在总消费中仍占重要地位。在我国目前的公款消费中,有一种现象不可忽视,那就是用公款吃喝玩乐,挥霍浪费（白玉苓，1994：53）。改革开放以来，我国的综合国力有口皆碑，日益增长。但是，公款消费逐年增长的势头难以有效遏制。公款消费，成为每年“两会”的热门话题。不少人大代表和政协委员以大量的事实、具体的数据，反映出公款消费数目的触目惊心。中国特色的公款消费主要是公款吃喝、公车消费和公费旅游。公款消费是滋生腐败的温床，是构建和谐社会的大敌，我们必须口诛笔伐，不断完善制度，加大立法力度，才能逐步杜绝这种陋习。
