定义

党内民主是指党员和党组织的意愿、主张的充分表达和积极性、创造性的充分发挥。党内民主的四大部分：民主选举、民主决策、民主管理、民主监督。在历史上，列宁首先从民主选举的角度对党内民主的内涵进行解释，他指出：“党内的一切事物由一律平等的全体党员直接或者通过代表来处理。并且，党的所有负责人员、所有领导人员、所有机构都是选举出来的，是必须向党员做工作报告的，是可以撤换的”（列宁，1979：418）。在中国较早对党内民主的实质和涵义进行界定的是刘少奇，他主要从党员的权利和党内民主的作用来解释的：“党内民主的实质，就是要发扬党员的自觉性与积极性，提高党员对党的事业的责任心，发动党员或党员的代表在党章规定的范围内尽量发表意见，以积极参加党对于人民事业的领导工作，并以此来巩固党的纪律和统一”（中共中央文献研究室，1991：446）。邓小平曾于改革开放之初，大力倡导党内民主，提出“党内要畅所欲言”，“党内斗争要有原则”等。中共十六大把党内民主被提到“党的生命”的高度。从内容上，党内民主主要包括：中国共产党所有党员不论职务高低，都享有党章规定的权利并应履行其义务；党的各级领导机关应由选举产生；党的各级委员会实行集体领导和个人分工负责相结合的制度；党内讨论决定问题实行少数服从多数的原则；党员有权了解和直接参与党内事务的权利等。
