定义

知情权，又称为信息权或了解权，知情权作为政治民主化的一种必然要求和结果，首先是公法领域内的概念。现今，随着知情权作为一项独立权利的发展演变，其外延已不断扩大，不仅涉及公法领域，也涉及私法领域，如消费者知情权即是知情权扩展至私法领域的具体表现。知情权的概念有广义与狭义之分。广义知情权是指知悉、获取信息的自由与权利，包括从官方或非官方知悉、获取相关信息。狭义知情权仅指知悉、获取官方信息的自由与权利。随着知情权外延的不断扩展，知情权既有公法权利的属性，也有民事权利的属性，特别是对个人信息的知情权，是公民作为民事主体所必须享有的人格权的一部分。而狭义的知情权仅指公法领域内的一项政治权利，故现在的知情权概念一般是指广义的知情权（via: https://baike.baidu.com/item/%E7%9F%A5%E6%83%85%E6%9D%83/3073586?fr=aladdin）。知情权最初是西方新闻界在20世纪20年代提出的一个新概念，源于早期资产阶级革命时期的 “人权”和 “自由主义”理论。20世纪60年代以后开始被解释为一种广泛的公民的政治权利，指公民有权知道有关国家机关工作中的一切重要情况，有权了解政府的工作及各种相关信息，并根据所了解的信息作出判断，进而对政府实行监督，而国家有责任保证充分实现公民的知情权。与知情权相对应的一个问题是保密，但保密的范围和限度应有合理的法律规定，如果政府或新闻媒介有意封锁和扣压消息，或有意提供与传播虚假的消息，或者对应让公民知道的信息不予公开，不应保密的信息加以保密，则是对公民知情权的一种侵犯。知情权包含的内容十分广泛，既包括属于公法范围的事务，又包括民事方面的情况。知情权的实现，是公民能够切实行使议政、参政、选举、监督等等其他一系列政治权利的最基本前提，并且伴随着知识经济时代与电子信息情报网络时代的到来，知情权在公民社会生活中占有着越来越重要的地位。
