我们党要始终代表中国最广大人民的根本利益，是指党的理论、路线、纲领、方针、政策和各项工作，必须坚持把人民的根本利益作为出发点和归宿，充分发挥人民群众的积极性、主动性、创造性，在社会不断发展进步的基础上，使人民群众不断获得切实的经济、政治、文化利益（全国人大常委会办公厅，中共中央文献研究室，2015：1173）。“始终代表最广大人民的根本利益”这一著名论断，是江泽民对马克思主义群众观和唯物辩证法的把握和运用，体现了历史主体观、发展观和整体观，体现了矛盾分析法，抓住了矛盾的主要方面，也是我们党处理复杂问题的理论依据（汲广运，2014：317）。江泽民指出，“我们党所以赢得人民的拥护，是因为我们党在革命、建设、改革的各个历史时期，总是代表着中国先进生产力的发展要求，代表着中国先进文化的前进方向，代表着中国最广大人民的根本利益，并通过制定正确的路线方针政策，为实现国家和人民的根本利益而不懈奋斗”（江泽民，2006：2）。始终代表最广大人民的根本利益是由党的性质和宗旨决定的，中国共产党是中国工人阶级的先锋队组织，中国共产党的宗旨是全心全意为人民服务（张荣臣等，2015：12）。“看一个政党是否先进，是不是工人阶级先锋队，主要应看它的理论和纲领是不是马克思主义的，是不是代表社会发展的正确方向，是不是代表最广大人民的根本利益”（江泽民，2006：285）。坚持人民主体地位，不仅是一种政治立场、政治要求，更是一个以实现好、维护好、发展好最广大人民的根本利益为具体内容的实践过程（全国干部培训教材编审指导委员会组织，2015：100）。
