定义

普惠金融最早由联合国在2005年提出，是指立足于机会平等要求和商业可持续原则，以可负担的成本为有金融服务需求的社会各阶层和群体提供适当、有效的金融服务。小微企业、农民、城镇低收入人群、贫困人群和残疾人、老年人等弱势群体是当前我国普惠金融重点服务对象，这些服务对象在金融领域的需求往往具备小数额、消费型、大众化、快速等特征。2015年《政府工作报告》提出，要大力发展普惠金融，让所有市场主体都能分享金融服务的雨露甘霖（2015年政府工作报告.via：http://lianghui.people.com.cn/2015npc/n/2015/0305/c394298-26642056-4.html）。2016年1月，国务院印发《推进普惠金融发展规划（2016—2020年）》，作为我国首个发展普惠金融的国家战略规划，确立了推进普惠金融发展的指导思想、基本原则和发展目标。指导思想是发展普惠金融应坚持借鉴国际经验与体现中国特色相结合、政府引导与市场主导相结合、完善基础金融服务与改进重点领域金融服务相结合。基本原则是“健全机制、持续发展，机会平等、惠及民生，市场主导、政府引导，防范风险、推进创新”。发展目标是，到2020年，建立与全面建成小康社会相适应的普惠金融服务和保障体系，有效提高金融服务可得性，明显增强人民群众对金融服务的获得感，显著提升金融服务满意度，满足人民群众日益增长的金融服务需求，特别是要让小微企业、农民、城镇低收入人群、贫困人群和残疾人、老年人等及时获取价格合理、便捷安全的金融服务，使我国普惠金融发展水平居于国际中上游水平（国务院关于印发推进普惠金融发展规划（2016—2020年）的通知.via：http://www.gov.cn/zhengce/content/2016-01/15/content_10602.htm）。2016年9月份召开的G20峰会聚焦普惠金融，中国提交《G20数字普惠金融高级原则》、《G20普惠金融指标体系》和《G20中小企业融资行动计划落实框架》等关于普惠金融的重要文件，分享普惠金融经验。G20框架下专门设有负责普惠金融工作的组织——普惠全球合作伙伴（GPFI），重点推进数字金融、指标与数据、打通金融服务“最后一公里”、金融消费者保护和教育等普惠金融相关工作。发展普惠金融有重要意义，如推进经济发展方式转型升级，优化产业结构；提升金融服务实体经济的力度，降低金融体系运行风险；缓解发展不平衡性，增强社会公平和社会和谐。
