综合治理指从整体出发，根据多种因素之间的辩证关系，采取多种措施来有效地进行整治和管理。由于治理对象不同，具体含义则有区别。就社会治安而言，综合治理是党和国家解决社会治安问题的战略方针，也是预防和治理青少年犯罪的正确而有效的途径。其基本内容是，在党和政府的统一领导下，组织各条战线、各个部门和各个方面的力量，实行政法专门机关和依靠广大群众、打击犯罪和预防犯罪、惩办和教育、治标和治本相结合，综合运用法律、政治、经济、思想、行政、教育、文化等各种手段，搞好社会治安（中国百科大辞典编委会编，1990：219）。具体做法包括：加强社会主义法制；加强思想、道德教育和法制教育；加强和改进文化教育工作；建立健全各项工作中的规章制度，消除产生违法犯罪的条件，堵塞漏洞，整顿管理秩序；充分发挥群众性自治组织的作用，大力做好有轻微违法行为的失足青少年的帮教工作；加强对违法犯罪分子的教育、改造工作等（张首吉，1992：500）。就环境治理而言，综合治理是指从污染控制系统的整体出发，在对环境效益和经济效益、社会效益进行综合分析的基础上，综合运用法律、行政、经济和工程技术等措施，对环境进行治理的一系列活动。综合治理的基本原则是： 合理利用环境自净能力，人工治理与自然净化相结合；分散治理与区域防治相结合；综合利用与无害化处理相结合；综合运用各种方法，使经济方法、行政方法、思想工作方法和法律方法相结合；因地制宜、环境效益与经济效益、社会效益相结合等（何盛明，1990：991）。
