定义

两部门增长模型包括两种经济部门的经济增长模型。这种增长模型的基本假设是，经济中生产两种产品：消费品与资本品，这两种产品之间有着根本的差别。与此相应，经济分为两个部门，每个部门生产一种产品。在探讨这种两部门经济中经济长期稳定增长的条件时，要涉及到这两种产品的相对价格，每个部门的资本—劳动比率，资本与劳动在两个部门之间的配置，两个部门比例等多种因素。因此，两部门增长模型比一部门增长模型复杂得多（刘伟等，1994：339）。一部门增长模型假设经济中只有一个部门，生产一种同质的产品，这种产品既可以作为消费品，又可以作为投资品。哈罗德—多马增产模型就是这类模型（胡代光等，1996：158）。但是，由于两部门增长模型的假设条件接近于现实，所以，对指导经济增长更具有实际意义。英国经济学家J·米德（J·Meade）和日本经济学家H·尤扎瓦（H·Uzawa）在新古典经济增长模型的基础之上建立了两部门增长模型。（刘伟等，1994：339）。

In a two-sector endogenous growth model, this paper studies the long-run and short-run effects of fiscal policy on private consumption, capital accumulation, and economic growth. It is found that: The increase in the capital income tax not only increases private consumption, but also increases the human capital accumulation, and in turn increases economic growth. However, government policy has no long-rt.n effect on the economic growth, and the increasing of capital income tax rate will decrease the long-run consumption and physical capital accumulation. The welfare effects of fiscal policy is investigated too.
